December 28, 2005Q: Does a gubernatorial emergency declaration trigger federal aid?
A: Any operational or financial recovery assistance that may become available from the federal government following a disaster is predicated upon a Presidential Declaration of Emergency or Disaster, as occurred following the blizzard of January 22-23, 2005. In order to qualify for such aid, the governor must activate the Massachusetts Comprehensive Emergency Management Plan and provide written justification that the commonwealth and its political subdivisions have inadequate resources to cope with the emergency or disaster.
