Tobey elected MMA president; Nutting is VP

Gloucester Councillor Bruce TobeyGloucester Councillor Bruce Tobey is the new president of the MMA, and Franklin Town Administrator Jeff Nutting is the new vice president.

The MMA board elected Tobey and Nutting as officers for 2008 following the association’s Annual Business Meeting in Boston on Jan. 12.

Tobey, who succeeds Chesterfield Select Board member David Kielson as president, was mayor of Gloucester from 1993 through 2001. In 2005, he returned to the City Council, where he had served from 1987 to 1990. He is also a former member of the Gloucester School Committee.

During his years as mayor, Tobey was a member of the National League of Cities’ Board of Directors and chair of the NLC’s Steering Committee on Energy, Environment and Natural Resources. He has served on other national advisory committees focusing on environmental issues and was a panelist at a United Nations conference on sustainable development.

Nutting became Franklin’s town administrator in 2001, following nine years as town administrator in Stoneham. He is a former president of the Massachusetts Municipal Management Association and a former chair of the Massachusetts Interlocal Insurance Association Board of Directors.

Tobey said that his primary goal as president consists of “helping our cities and towns balance their books” in an era in which “local government’s share of the financial pie has been steadily and inequitably shrinking.”

An MMA report issued in October noted that overall state aid for cities, towns and schools, when adjusted for inflation, is 11 percent below where it was in 2002.

Tobey emphasized the need “to restore a genuine, substantial and predictable revenue-sharing partnership between the state and our local communities.” He also cited the importance of allowing cities and towns to impose a small surcharge on restaurant meals and hotel rooms, as Gov. Deval Patrick proposed as part of his Municipal Partnership Act.

Other goals, he said, include giving cities and towns more flexibility in dealing with local matters, and curbing the steady increase in water and sewer rates. The rate increases reflect what Tobey described as “uncoordinated and unfunded state environmental mandates, which are also a drag on our efforts to encourage economic growth.”

Following the election of Tobey and Nutting, MMA Executive Director Geoffrey Beckwith said, “The MMA has always depended on the talent and vision of our members to guide and lead the association.
